I think you give too much charity to the government agencies. The officials don't believe the ideologies they promote, they are merely psychopaths who wield power because its all they understand. They are true Nietzcheans, whether they've read Nietzche or not. The moral code they enforce is merely a tool, to be adhered to by those they percieve as lesser beings (i.e. people with consciences, empathy, and healthy communal instincts). To the extent they do believe their own hype, its only by way of equivocation and double-speak, as we see clearly when they say "our democracy."
I have always said that atheism is a religion unto itself. Even the Godless must believe in something; repression of those who do not see the world as they see it.
Nietzche is ultimately just articulating and arguing for the psychopaths' natural worldview. Machiavelli's "the Prince" is also either advising or satiring a psychopathic or similarly corrupted leadership.
I wouldn't recommend them, personally. They aren't very good. But they are somewhat culturally relevant these days especially in certain "right wing" circles, so if thats what you're after, go for it. I would, however, highly recommend you add Political Ponerology to your reading list as well, if you haven't read it. It was very enlightening in this regard.
