No, you are simply wrong. You want to punish people for doing nothing? What will your charge be? Think before you post.

Doing nothing is still an act.. in this case an act of approval! Failure to combat evil is as much an evil as the evil of the primary perpetrators. The complacent also includes that that 'only follow orders.' The Nazis were probably about 20% of the German population. The Germans soldiers 'followed orders.' The rest of the population sat back and either enjoyed the ride or just didn't care. Their lack of action was an act of approval whether or not they agreed.

Making excuses for your own cowardice will not win freedom from tyranny.

If your comment was addressed to me and you are accusing me of cowardice, I am a retired combat veteran and former member of a specialist counter terrorist unit. Although retired from the military, I am still in the fight. Read my advice about thinking before you post. You know nothing about me, yet accuse me of cowardice. That is a very big mistake.

Then why do you make excuses for being complacent? Also, you can claim all you want. For all I know, you're a teenager in your mother's basement. You said, "You want to punish people for doing nothing?" Nobody said anything about punishment. But as the famous saying goes, "all it takes for evil to prevail is for good men to do nothing".
