There are checkpoints in certain provinces, like NB and NS right now. ONLY NS residents right now are allowed to enter NS from NB. I know this because my wife is in that very situation.
Unvaccinated people are not allowed to enter NS unless they are permanent residents.
True, I remember them doing that and my co worker Gary is going to Cape Breton from Quebec and must show proof of vaccinations. So only unvaccinated may not travel there. A very small percentage of the overall population.

They have the right to choose not to be vaccinated. The rest is up for discussion.
